The pace bowler has taken 309 wickets in 71 appearances with an stellar bowling average.
Australia's chair of selectors Bailey has declared that skipper Cummins will be a central figure in this winter's England-Australia contest.
Rumors had circulated that the 32-year-old might sit out due to a stress fracture in his back that had not yet healed.
Previous updates from the Australian camp suggested no final decision had been made regarding whether he would play, with the five-Test series scheduled to begin on 21 November in the WACA.
The selector shared that his recovery is on track and was "optimistic" about his chances of taking part.
"We know that the clock is ticking and various factors involved, aside from the physical problem, but additional elements," he commented.
"It's positive. There's strong faith that he'll participate in a major part. Hopefully it's the first Test. Otherwise, we'll adjust."
Injury History
Cummins was ruled out Australia's limited-overs series against India and New Zealand recently after scans revealed a lumbar bone stress.
Previous incidents include of spinal problems, with flare-ups in several earlier campaigns forcing him out of several home seasons in four years.
He emphasized he would be proactive in his approach in his rehabilitation process to make the squad for the series.
The selector indicated that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but conceded it was "pressing" for him to recover fully for the first Test.
Alternative Arrangements
In case of absence, former captain Steve Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their ODI contests against the subcontinent side as a preventive step because of soreness in his side.
He labeled it as a "slight concern and confirmed that Green will play in the state-level matches, so will be "ideally positioned to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to take part for the opening match as an all-rounder," he elaborated.
"Originally, he'd only feature in the first two ODIs anyway. How he handles the willow in shorter formats, if it causes any delay for a short period, the choice was made to adopt a safer strategy."
